The album's title, "Dónde Están los Ladrones?" , was inspired by an incident during one of Shakira's trips to Bogotá, Colombia. After finishing her Tour Pies Descalzos, part of her luggage, including a briefcase containing all the lyrics she had been working on for the album, was stolen at El Dorado International Airport. Shakira expressed that the worst part was being unable to remember the lyrics due to the mental block caused by the traumatic experience of losing such a personal item.

Overwhelmed by feelings of impotence and emptiness, Shakira spent days and nights obsessing over the people who had taken her material, constantly wondering, "Who are they? What are they looking for? Where are they?" This introspection led her to reflect on the broader concept of thievery. She concluded that there are many types of thieves—not just those who steal physical objects, but also those who steal feelings, space, time, dreams, and rights.
